TOR: Bilateral Consultation on the CBD Strategy for Resource Mobilization
A. Introduction 1. Since the ninth meeting of the Conference of the Parties (COP-9) adopted the CBD Strategy for Resource Mobilization, much progress in implementation has been documented in the Global Monitoring Report prepared for COP-10 and COP-11, and certain issues also continue to evolve in the intergovernmental process. COP-10 introduced a set of indicators and COP-11 adopted a set of targets. COP-12 is scheduled to undertake a comprehensive review of the implementation of the Strategy for Resource Mobilization, and also take up a number of critical issues as identified in decision XI/4. The bilateral consultation on the CBD Strategy for Resource Mobilization is designed to facilitate exchange of information and experiences between the CBD Secretariat and interested Parties.
B. Objectives 2. The Bilateral Consultation is a mutual learning event, and not a review mechanism. It has the following objectives: (a) Stock-taking and updating of the relevant information available at the CBD Secretariat; (b) Identification of best practice, case study, literature and lessons learned in the implementation of the Strategy for Resource Mobilization; (c) Technical exchange on outstanding and emerging issues from decisions XI/4 and other implementation issues; (d) Exploration of further opportunities for cooperation and support.
C. Process 3. The Bilateral Consultation may be initiated by the CBD Secretariat or an interested Party. The CBD Secretariat will first initiated such discussion with those Parties that have made submissions related to the Strategy for Resource Mobilization, in order to gain experiences. Interested Parties are encouraged to approach the Secretariat for bilateral consultation by sending a message to: financialaffairs@cbd.int.
4. It is envisaged that most such consultation events will be conducted via teleconferencing. The CBD Secretariat may also organize such consultation events through regional or subregional workshops, subject to availability of funding and staffing.
D. Provisional agenda 5. The Bilateral Consultation will be organized around the issues identified in decisions IX/11, X/3 and XI/4. The focus of each bilateral consultation may vary across Parties. The CBD Secretariat will initiate a provisional agenda for the consultation, which will be agreed upon with relevant Parties.
E. Organization and participation 6. Participation from the CBD Secretariat will be coordinated by the Programme Analyst (Resources).
7. Participation of the interested Party(ies) will be coordinated by the Resource Mobilization Focal Point and/or the National Focal Point of the Convention.
F. Documentation 8. The CBD Secretariat will share relevant documentation available at the Secretariat.
9. The interested Party(ies) will share new information with the CBD Secretariat, including case studies and examples of best practice.
G. Minutes of the Bilateral Consultation 10. Agreed minutes may be issued and circulated for the benefit of future reference and wide audience.
11. The CBD Secretariat will make available new information from the Party(ies) to other Parties.
12. The CBD Secretariat will take into account the outcomes in the preparation for WGRI-5 and COP-12.
